City Council handbook

Opposed approving the council handbook, saying changes were made covertly, minutes don't record public comments, and the city attorney hasn't followed through on an FPPC conflict-of-interest advice letter.

Urged the council not to approve the handbook, saying prior versions required a list of public comments in minutes but that requirement is being stripped out, disadvantaging residents who don't use eComments.
